Rule 2 — Responsibility

Rule 2 underpins every other rule. It states that nothing in the COLREGs shall exonerate any vessel, owner, master, or crew from the consequences of neglecting the rules, or neglecting any precaution required by the ordinary practice of seamen or the special circumstances of the case.

Crucially, Rule 2(b) allows — and sometimes requires — departure from the rules when necessary to avoid immediate danger. If strict compliance with Rules 12–18 would result in collision, the skipper must deviate. Both vessels involved in a close-quarters situation share responsibility for avoiding collision; the rules do not place blame on one vessel alone.

Tip: Rule 2 is the 'common sense' rule. If following the rules to the letter would cause a collision, you must break them to avoid danger.
